Submission 0051-FRAZER

Submitter: Neil Frazer

Date Submitted: May 29, 2023

Summary:
The surprise associated with the non-appearance of the 2009 Fraser sockeye has a proximal cause that may never be known and an ultimate cause that has been apparent to the best Canadian fisheries research scientists for many years. The ultimate cause is described in the attached paper by Hutchings, Walters and Haedrich, which suggests that nonscience influences can interfere with the dissemination of scientific information and the conduct of science in Fisheries and Oceans Canada.

Submission:
Dear Judge Cohen and Commissioners,

The surprise associated the non-appearance of the 2009 Fraser sockeye has a proximal cause that may never be known and an ultimate cause that has been apparent to the best Canadian fisheries research scientists for many years. To understand the ultimate cause, I respectfully request that each Commissioner read the paper by Hutchings, Walters and Haedrich published in the Canadian Journal of Fisheries Science in 1997. I am uploading a copy with this submission for your convenience.

Sincerely,
Neil Frazer, PhD

Comment:
That this submission was co-authored by a member of the Cohen Commission Scientific Advisory Panel gives one hope that politics won’t trump science with this Commission. That could be an unprecedented breakthrough.
