What does DFO mean by the term “priority access” for sport fisheries?

Excuse my ignorance, I would like clarification on a number of Dfo policy acceptable management, ‘terms’ ??,definitions ?

Priority Access?
For Sport fisheries targeting coho or chinook!
Why not access to 95% of sockeye TAC for commercial net fleet?

Should this not engender priority status???

COASTWIDE share of TAC not CAC!
