Does this exercise illustrate why allocation shares have not been allocated to commercial salmon fishermen as CAC ; yet sport sockeye ALLOCATION is based upon 5% of COASTWIDE SOCKEYE TAC

COMMERCIAL allowable catch (CAC) may = 0 catch

YET SPORT ALLOCATION IS BASED UPON TAC !!!
