Salmon farms in the ocean are not private, the ocean is a shared resource.

When commercial net cages are placed in open water their operations are not isolated–the water in which they are located is a resource that must move continuously. If these were land based swine or chicken farms there would be no question about government monitoring for viral disease–especially capable of airborne transmission. Ocean water, like air, is a shared resource–there is nothing “private” about a net-cage acquaculture operation–not even its cat-walks.
